The DCAS Police is the primary agency responsible for security at DCAS facilities, although security services at most DCAS facilities are physically handled by contracted private security firms and/or other city law enforcement agencies that may be inhabiting such facilities. == History == The New York City Department of Citywide Administrative Services was created in 1996 when then Mayor Rudy Giuliani merged the Department of General Services and the Department of Personnel. The New York City Department of Citywide Administrative Services (DCAS) is the department of the government of New York City〔New York City Charter § 810; "There shall be a department of citywide administrative services, the head of which shall be the commissioner of citywide administrative services.
